New Curriculum: Some Points For Consideration

Well researched and quality textbook Key to giving the nation a new look.

It is great to learn that government is planning to revamp the curriculum and textbooks at schools and colleges. According to a news report,government decided to change all the textbooks at primary level and higher secondary school level focusing more on evaluation of learning.1The new curriculum aims more on demonstration of acquired knowledge through individual task. Illustrated contents ,self and co-student evaluation will be its main features.Number of books will be lowered and at higher secondary level student of a particular discipline will be allowed to take few subjects from other disciplines.1

Government had earlier abolished number of public exams at primary and higher secondary schools. Too many exams,aimed to facilitate learning, at these levels proved disastrous and led to dependence on coaches at early level of schooling and flourishing of guidebooks. It also augmented households’ spending on education. I think government should include supplementary reading list at schools and colleges. For a particular subject, a single textbook may be chosen, but dozens more books could supplement the learning process. Avid students and institutions could include one or two of these books in classroom teaching. To facilitate the learning, government could donate funds to schools to set up library where the supplementary books will be available. Supplementary books will enhance the comprehension of the learners. In addition, such measure will dawn an array of professional educational content writers and industry.

We have been spending millions on sports to hire coaches and trainers but we do not spend a fraction to hire educational content writer, educator from abroad to train local publisher and content writers. As we have thawing relations with Russia and East European countries, we could easily engage with educators, educational content writers of these countries to help us sort out our curriculum and text books.

One textbook has to be assessed before it gets finalized. For instance, it could be introduced to some model schools and evaluated based on students' appreciation and response.

It is disappointing that we never developed a system that documents students’ understanding of educational materials round the year as reflected in exams, assignments and quiz. Such documentation and research gives you a better understanding of weaknesses in the contents,areas for improvement and how to create the next textbook. School exam papers with notes of examiners,quiz test, assignment reports and teachers’ account could be sent to institutions responsible for such documentation and research. NCTB and Ministry of Education could share and outsource the tasks to Public and Private Universities that have Institute of Educational Research/Development. Extra advantage is that research on this comes in handy during policy formulation.

Our communication satellite could also play a vital role in complementing the new curriculum. We have a 24-hour parliament channel to broadcast parliamentary activities. Yet we do not have any dedicated education channel to air educational contents. This broadcast will smooth the learning process of students who live in remote areas.Contents on popular science, popular mechanics, popular economics, chemistry,mathematics, physics could be aired to inspire mass population in science education. Contents of this channel could also be deemed as extra-class hour activities. This dedicated channel is a must and money should be attributed to this channel before construction of any new school building or any other priority project.

Another issue that is more important is legibility and comprehension of the contents. Many students of our country lack a guide at his or her home. So while reading the textbooks if he or she encounters something difficult there is a high possibility that the student needs someone to explain the matter. Contents should be well written so that none is needed to crack the mystery for the student. At class one ,two and three contents should be such that it will build the necessary repertoire of words and instruction for the elementary students who will understand future instructions and words included in the contents of the higher classes.

Before a student finishes studies of class five or six, the student will be able to use both the Bangla and English dictionaries. Sorry to say many of our students do not have access to quality dictionaries. Government could give special instruction to Bangla Academy to bring out special edition of learner’s dictionary for school goers.In addition,teachers should get proper instructions to demonstrate how to use a dictionary.

Similarly special attention should be given to create such an environment for a learner so that toys ,games and learning materials could reflect the future things that the learner will about to learn. For instance, a toy where two rectangular containers full of water fill third bigger rectangle when it is turned upside down. At a later stage,when the student will encounter the famous Pythagoras theorem memory of playing that toy will resurface in his mind and he will be able to better grasp what the theorem is all about. Similarly, school wall, rickshaw paintings,biscuits, snacks could reflect HTML coding characters like ‘@’,’#’,’{}’,'()','_' etc. Long before the student uses them ,he could at least get familiar with them. Similarly, rhyme, music could embody branching, looping and recursion techniques of coding; Lego toys could reflect the lever operations and properties of Physics. This all contributes to learning process of a student. While preparing the next curriculum we should remember this.

Unlike Bangladesh, many developing countries put education at the heart of their development agenda,mobilizing efforts and resources. They yield better benefits through improved human resources and productivity. Greatest advantage of a well-planned curriculum is to make citizens who think on the same wavelength.Net result is a more tolerant, open and confident society that withstands any challenge.

Dismal Job Market: Who Gets The Blame? -II

Fear,greed,hunger,aspiration

Only dwarfs a nation.

A recent study done by a government-run think-tank revealed that 66% of the graduates remained unemployed. In addition, findings also disclosed that business graduates got a job much quicker than graduates of other disciplines.1 The study complemented a World Bank Study in 2019 that found 46% of the National University graduates remained unemployed after their graduation. 1

I was taken aback by the ensuing debate on the press.No holds barred criticism directed towards the tertiary level education system. “Why are there so many colleges and Universities?”,”Why don’t they introduce industry-oriented courses?”,”Do we really need science courses at colleges under National University?”,”Do these graduates have the required skill to get a job?” and all kinds of unjust criticism heaped towards the new job entrants just to make them crestfallen.

The crucial point we are missing here is that it is the policy,vital for functioning and governance of these educational institutions ,that has to be subject of criticism instead of the institutions.Who are responsible for making policies?

Voilà, now we are getting somewhere. Our policymakers created a some kind of anarchist political environment in learning centers where learning atmosphere is utterly lacking. Often political interests reign over educational objectives.

Late Prof Humayun Azad vented his anger on the learning environment at the campus.In an essay titled "Jatike Ekhoni Sthir Korte Hobe: Amader Bishwabidyaloyer Dorker Achhe Ki Na?(Decide Now: Do We Really Need University?)" wrote back in 1991 after witnessing a gunbattle at Dhaka University: "From school to University, we would like to see books, blooming of knowledge. University is a grooming ground, not an arms depot. And only learners will stay here, there is no place for gunners. We have to decide now: Do we really need any school, college or university? If we do really need them, then they have to be run accordingly. Otherwise, we may destroy them and engage in our suitable savage acts."2

While our policymakers' children get decent education at elite schools and abroad, children of peasants, workers and middle class suffered a lot from violent political practices introduced by the political parties they represent. In addition, many policymakers become trustees of private universities, where the violent and anarchist politics is absent but students and teachers cannot engage in democratic practice of voicing their concerns.

No less offensive is the comment that public spending on such tertiary education is a waste. Education empowers a human being. It is the mean that helps the have-nots to climb up the social ladders. Aspirations, dream,ambitions, greed,fear,hunger,envy ---these are the things that drive a human being forward. These things also distinguish it from other creatures. If human lacked any of these things, then wheel might not have been discovered, America might not have been discovered, people might not have gone to moon.

People have every right to get education. I don’t see any wrong too many honors and masters degree roam in the society.Benefits of education perpetuate from one generation to another generation, from one society to another. It is good use of public money instead of spending on cantonments and unproductive sectors like raising too many salaried personnel(civilian as well as combat) in the defense sector. In the absence of accountability, such spending on defense only perpetuates corruption,instability in public universities and colleges and deterioration in governance.

When it comes to job creation, again finger is pointed to policymakers, who are supposed to make and implement better policies to address the unemployment issue.

Back in 2019,I wrote this piece in the wake of another study. I cannot help sharing bits of it again:

Truth is there is no vibrant and free private sector, where ups and downs reflect rules of free market. Question remains on how one can blame performance and skill set of an employee in this crony infested and politically aligned private sector.

Drawing lessons from our RMG industry offers some objective explanation. When it all started back in late 70s, bureaucrats and people closer to power corridor managed to grab the permit to set up factories. RMG buyers from Hong Kong and South Korea trained the initial work force made them ready to deliver the desired product. This in-house training program prepared the skilled workforce. None back then envisaged that our RMG industry would reach such stage. Obviously we need more specialized institution to churn out more knowledgeable employee to deal with the challenges when the industry is on a firm footing.

When the industrial revolution was unfolding, European countries did not target job market and churned out market desired workers. Rather back then those countries produced finest quality of mathematicians and innovative minds. Instead of job market soothsaying , we need to take cue from those periods.

Look what happened to the Indian IT sector. New rules by the American government and trade war between US and China made a heavy dent in Indian IT job market. It does not mean that those who got fired do not have the skill . Rather, they fall victim of a bad patch in Indian IT industry.

At the moment, we are pursuing an educational policy that is parallel to feeding a cub semi prepared food by a carnivore. There is always someone to crack the problem for a student. Omnipresence of these coaches seriously hampers the learning process of a student. A student does not stumble upon a problem more often and solves the problem by himself. The result is we are getting dependent generations who have no confidence in themselves. Appalling state of innovation, lack of quality books, lack of pioneer in every field are tell-tale sign.

Repository of knowledge, book, that helps a learner in his/her formative years is not easy to find. Libraries, where a learner gets a chance to find them, are drying up. Government and private donations that sustain them are rare.

Journalist Samanth Subramanian once wrote a feature about the public libraries in the state of Tamil Nadu, one of the Indian states that produces super IT professionals and scientists. Central and local government allocated special funds to the libraries scattered across the state, according to him. The fund used to buy various genres of books and magazines, including foreign ones, to quench the thirst of the bibliophiles. Thanks to government patronage, these institutional buyers help flourish local publication industry and dawn a breed of readers.

Meanwhile, to instill special kind of technical knowledge, we need technical schools and teachers' training college. We failed miserably to groom our future teachers. Stat furnished by BANBEIS on the number of technical institution is pretty disappointing. I find the SSC and HSC vocational training institute number pretty erroneous. However, number of Technical School, Graphic Art Institute, Textile Institute, Survey Institute, Agricultural Training Institute,Marine Institute and Medical Training Institute stands pretty much same in 2015 and 2017. There have been slight increase in the number of Polytechnic Institute and Technical Training Center.

Similarly, we need to recruit good teachers for these technical schools. If we are really serious , the number of institutions and teachers should have gone up.

Quality text books also lack here. Unfortunately, we do not have enough good educational content writers or academic to write legible and good text books that explain things to a learner crystal clear. Another hint that our education system is really poor.

Instead of going after the indirect reasons, we should focus on the right target in order to get good citizens and world class workforce. Quality education is not a privilege to few but a right for all that holds the key to augment the threshold quality of a typical learner. Attaining that goal obfuscates the need to do research on such trivial issues on our labor force and spares the fund for more pressing one. 3

What Does Nagad Ownership Row Reveal?

Recently, a debate over the ownership of a leading Mobile Financial Service(MFS) operator has come to fore. Nagad has increasingly offered attractive rates through intensive promotional campaign since it began its journey in March 26,2019. It has been widely presented as a public-private venture between Department of Posts and a private firm. But a row between stakeholders divulged that Department of Posts did not consolidate fully its grip on Nagad. Despite having 51% ownership of Nagad,account that MFS maintains to convert digital money into actual money,known as trust cum settlement account, in commercial banks belongs to 49% owner of the company,Third Wave Technologies.

Recently, Third Wave Technologies changed the ownership of trust cum settlement accounts to the name of Nagad Limited.1

As the row became public, Bangladesh Bank intervened and said from now onwards without consent of Bangladesh Bank and Department of Posts no new account would be allowed in Nagad.

Even the director general of the Department of Posts in a video message claimed that it awaited government’s nod to consolidate Bangladesh Post Office's ownership in the company.2

Recently, another e-Commerce company went into bankruptcy after the owners have embezzled Tk 1.1 billion. Many vendors and customers complained about their dues to the authority. When some of them had get back money or refund,Bangladesh Bank froze their Nagad account for indefinite period for verification and citing suspicious transaction. That was when this ownership debate popped up.

Despite being the majority owner of the company, Department of Posts cannot establish its control of the operations of the company. It is important to note that ownership of Nagad is based on a revenue sharing model.

Earlier another controversy of Nagad had come to fore when a foreign-based news site had revealed the owners of Nagad during its heyday. The names included staffs of Prime Minister’s office and influential ruling party leaders. Long before the news broke out,they all sold their shares sensing gravity of such revelation.

It is indeed a puzzling matter how part of a public service company is being used by others for their profit motive without giving the majority share owner its just dues.

It is not the first time that resources of a public company is used by a private one. A leading telephone operator took lease of Bangladesh Railway’s unused optical fiber network.

But this time controversy arose over ownership of this joint venture. There is no doubt that through the sale of shares previous share holders of Nagad gained a lot. Flaunting image of Bangladesh Post Office, they manipulated people’s trust.

As per Bangladesh Bank,there are 15 banks who are operating Mobile Financial Services in the country. Number of active users reached 4.09 crore at the end of June,2021. Average daily transaction rose to Tk 2,099.80 crore in June,2021. This signifies how important the MFS has become in vernacular lives of Bangladeshis.

Some mobile operators ,as many alleged, led their clients to subscribe Nagad services. Some denied it saying they had sought client’s consent through SMS.3

This thing has not become an issue unless some e-commerce platforms went into bankruptcy. Latest addition is the dhamaka which laundered Tk 116 crore abroad.Earlier,eorange had swindled Tk 1.1 billion and eValy had failed to meet merchant plus client’s obligations of Tk 411 crore. Many MFS companies,including Nagad, fell victim to deceiving acts and halted transactions of many accounts which failed to comply Bangladesh Bank regulations of suspicious transaction.

At this time Nagad ownership row surfaced on the media. It is a shame that many use public projects and company to make personal gains. In the name of self-financing the Padma bridge project, we witnessed how project cost has swelled over the years and a small group of people and government bodies pocketed huge amount of taxpayer’s money bypassing all alleys of accountability. Nagad ownership row is the latest addition to ongoing misuse of public company.

Exit Globalization?

The scheduled but abrupt winding up of US mission from Afghanistan left many unanswered questions. One of them vies serious pondering: Does this augur end of globalization? More particularly the concept of globalization that was relentlessly advocated and disseminated across the world by Occidental countries. A novel idea of a deeply connected world where liberal policies of the governments will create an open and less controlled environment so that individuals, enterprises will thrive. A global village where technologies will bring positive changes and make easy lives and livelihoods. A world where societies will accept customs, cultures of others and enrich themselves and come together to solve problems. A world where factors of production and ideas will travel freely.

Shaken and undermined is that concept of globalization. An overspent war and image of falling of a footballer,aspired to make his country proud in the international arena,nailed that idea of globalization. Crisis ,natural or engineered, pushed this idea towards the current state. Brexit could be the perfect first visible sign of that decay. Growing nationalism---fuelled by income gap in the rural and urban community and worsened in the UK by global financial crisis---and widening gap between richer EU countries and southern ones spiked the immigration crisis that molded the opinions of 52% of the British voters to leave UK. In addition,a growing UK contribution to EU (reached $10 in 2018) also played a crucial role to severe British link with the EU.1 & 2

A NATO partner Turkey’s accession to EU could also be viewed as growing rift in the closely knitted countries of Europe,the shining example of interconnected countries. Seams appear to come out over the crisis of Cyprus. Cracks further widened during Turkey’s commissioning of S-400 system into its armed forces,costing it getting the F-35. No one witnesses a growing surge in illegal immigration in Occidental countries in recent decade. Intertwined link between global trade and contraband strengthened the organized criminal groups across the world. Citizens of war-ravaged,stateless people and poorly governed countries have become pawns of strategic ideologues who wanted to prove that globalization is not a two-way track.While Americans pay the Latin American countries to stall the flow of USA-bound illegal immigration, EU countries cut deals with Turkey,Maghreb and Libyan authority to contain the flow of EU-bound Syrian, Afghan,African and Asian refugees. In Bangladesh, authority is losing trust on the Western allies as they keep insisting on long-term plan of Rohingya refugee management instead of facilitating the repatriation process. Bitter Bangladesh turned down American request of hosting few batches of Afghan refugees. And Pakistan’s response was more reprimanding: “Do Americans need us only to clear their mess in Afghanistan?”

Pandemic also put into test the spirit of Globalization. While richer countries stockpiling vaccines, poorer ones pleaded to make some concession on intellectual rights of the vaccines. Many African countries,on the other hand,refused to use vaccines donated by other countries. As America stopped shipping vital ingredients to India to manufacture vaccines citing a law that requires that domestic urgency reign over export, BJP-led government in India was criticized at home and in the neighborhood for failing to deliver vaccines to the states and neighboring countries in time.3 Even the CEO of Serum Institute ,the company responsible for manufacturing and distributing the AstraZeneca vaccine in this part of the world, fled to UK and was invited to set up a plant there. Bangladesh,a country that had public facilities to manufacture vaccines prior to 80s,shut down public production facilities during the liberalization phase. Bangladesh’s frantic search for a vaccine did not get serious attention. Many citizens await second-dose of vaccine at home. When the vaccine made available: vaccine nationalization started to show its ugly color. As the multilateral donor agencies started lending to poorer countries to start mass vaccination, most of them exempted vaccines that do not have WHO approval. Russian Sputnik fell victim to such policy. Poorer countries like Bangladesh, Philippines opted for costly Chinese vaccines. While Middle Eastern countries like Saudi Arabia,Kuwait made it clear foreign workers must have western vaccine, causing further woes to Corona-battered poor workers.

Like immigration, globalization has also failed to bring equity and justice in trade between North and South. Bangladesh has been exporting garments to the USA paying more tariff than any other countries. While industrial disasters in other partially closed countries like Vietnam and China often go unnoticed to the eyes of US authorities, Bangladesh,a dysfunctional democracy with media houses,faces all kinds of safety regulations to comply with the Western standards. Recently a new extension of such regulation pact has caused great unease among the exporters in the country. It comes at a moment when pandemic shut down many brand stores that regularly imported Bangladeshi garments.

In a globalized world, poorer countries faced uphill task to procure raw materials for industrial production and their development. Bangladesh procures junk ships to get scrap metal for meeting its steel and iron demands at home.

In the beginning of this year,a court in England says it clearly, from now onwards, a worker who suffered injuries while dismantling a ship owned by a British company will be eligible for compensation.

The UK court verdict casts some shadow too. As per EU ship recycling regulation, EU flag-carrying ships are being dismantled in EU-listed 26 yards from December 31,2018 in a bid to ensure greener and safer scraping (source: https://ec.europa.eu/info ).

None of the Bangladeshi yards are included in that list. As Britain unhooked itself from EU, it fell outside from that obligation. But this latest verdict will make British ship owners think twice before selling their old junks to Bangladeshi yards. Because in any bad event they have to pay huge fines and compensation. So they may prefer to sell their ships to third parties to shirk their responsibility. Or go for the EU-listed yards that are less prone to accidents.

Bangladeshi yards have been getting few or no old EU vessels to scrap from 2019. UK verdict now makes it harder to get old British vessels to scrap. Bad news for scrap metal and construction industry.4

Increased debt has often caused the debt-ridden countries to fall into the influence of undemocratic power in this globalized world. New multilateral lending institutions born in response to rigid stance of the ones based in the West.

Governance crisis deteriorated in recent years. There have been coups in Zimbabwe,in Mali,overthrown of government in Bolivia,assassination of president in Haiti,huge explosion in Lebanon unfolded the crisis of existence,brazen Turkish support for Azerbaijan in the conflict of Nagorno-Karabakh,and a pause on democracy for 2 years in Myanmar.Two mighty powerful neighbors have come close to start a war over a chunk of inhospitable terrain.Sophisticated algorithm and eavesdropping technology are being used to muzzle free voice and corner opposition. Farcical elections are more common than before. The need of a multilateral supervising authority has not been felt so dearly. In the wake of attack and counter attack on oil tankers in the Gulf,an Israeli official aptly captures the situation by saying to the press that there is no multilateral body whatsoever and it appears as if everyone is on their own.

Melting of $85 billion worth Afghan National Army and boasting of Western weaponry by the Talibans have made serious hole in Western military training and ability. Picture of pizza delivering Afghan communication minister in Germany reminded one the fate of former rulers---all living in the USA---of Caretaker govt of Bangladesh.But hapless plea of an Afghan interpreter running from one village to another for help put an end to ethical America that disseminated its image of an liberator and beacon of freedom and democracy.

But power should not come from barrel of the gun. If this is the case, then there may be eternal chaos. No one wants to set that precedent as it has serious repercussions for others. As long as people's and the weakest voices are not counted, stability and sustainability will remain out of reach.

From forming regional blocs to immigration policies, from free movement of factors of production to international financing, from bigger role of multilateral bodies to dispute resolution to governance, we are witnessing a low ebb in the concept of globalization. Biased side of globalization gets exposed when spirits of globalization is put into test. It may be easy to put this idea into challenges and take advantage of the fallouts in the short run but it is difficult to replace it or remodel with similar liberal values.
