Poultry Meat Gets Costlier


Poultry price hike troubles the people,
Hurts protein need of the feeble,
True culprit hides amid the endless squabble.

Rising poultry meat prices caused lots of trouble to ordinary people. Before the COVID-19,poultry meat was sold at Tk 130/140 per kilo.Before Ramzan,the price skyrocketed to more than Tk 300/kilo,a record in the country. Rising dollar prices and input costs are attributed to price hike. Since the start of Ramzan,price is hovering around Tk 190/200 per kilo. Industry insiders point to fall in demand for chicken at the restaurants for the drop in chicken prices. They caution price may rise again after Ramzan as restaurants will resume their operation in full swing. It is indeed a bad news. Many students will sit for country's biggest public examination, the school certificate examination, in May. It is a big event for households here. Would-be examinee is subject to special attention during this time. From rich to poor,every household pays special attention to these students by providing them protein like milk,egg and meat. As poultry meat is cheap,they depend a lot on it. Many lower income group may not afford poultry meat for their children if the price crosses again Tk 300/kilo. Think how they feel about it.

The Consumer Rights Commission and the ministry intervened a lot and held talks with the big poultry farmers and dealers as the crisis deepened. The govt even said it would allow import of poultry from neighboring country if the situation would not improve during the Ramzan. Big poultry farmers keep saying that their farmgate price* is around Tk 170/kilo. Dealers and middlemen on the other hand blamed big poultry farmers for practicing discriminatory prices in chick purchase : higher prices for no-contract farmers and lower for contract farmers.But association leaders brushed aside the allegations arguing that there are many farmers in the industry and it is impossible to form a cartel. At the farmgate level,price is cheaper. But at the wholesale/retail level*,price is higher. Clearly middlemen/dealers have to take responsibility for higher prices for the poultry. Just a day ago I watched a report where tomato growers in Satkhira and Bagerhat are seen dumping tomato on road side as prices fall to Tk 3/kilo. Meanwhile,in Dhaka ,Tomato is being sold at Tk 40/kilo. Clearly ,there are some problems in our distribution and marketing system.

Dutch embassy in Bangladesh commissioned a study on poultry sector of Bangladesh. The study revealed that all the farms produced 525 million broiler chicken annually. There are 300/500 farms that have on average 15000 birds and 18000 contract farms that have the capacity to raise around 3000 birds1. Apart from that there are small and household level farms that raise chicken under open sky. The big farms and the contract-farms jointly account for 62% of the total broiler meat production. Any successful cartel requires that organizational cost be lower and punishment be lower among other things. With so many contract farmers ,it is impossible to enforce such a cartel. And why the big farms shoot their own feet by taking a stance that ultimately allows entry of chicken from neighboring India that has cost-effective solution to rear chicken. People will switch to eat fish and egg if poultry meat stays out of their reach. In that case ,revenue loss will compound problems of the poultry farmers who are indebted to banks,cooperatives and dear ones. The big farms are subject of regular audit by the chartered accountants. Govt ,Competition Commission can check those audit reports to see how much they earn and how they do that. It is not easy to make windfall gain in poultry farming.

However, there is a possibility to influence the pricing of poultry meat.There are 15 big farmers.Interestingly, they also on the list of top 15 Breeders and Hatchers. These farms also furnish chicks to other farmers. It is not known how many of them in feed business. I do not know whether they acquire any hatchery or breeding farm. But their sheer capacity is influencing the input market price. Similarly, it is not known whether these farms have already purchased other farms. But news reports say nature of contract they place before other farms does not allow them to sell their products at their will in a profitable way.Subcontracting farms' profitability shrinks significantly. There is some kind of “tie-in” in that contract.That means nature of the contract to some extent shapes the poultry meat prices. Close scrutiny of the contract between big farms and other farms is needed. Back in 2012,Bangladesh introduced Competition Act 2012. It prohibits "combination" (cartel/alliance) that adversely effects competition in a commodity market(section-21)2.Bangladesh Competition Commission may intervene here.

Govt may also intervene to set up hatchery and breeding unit across the country so that marginalized poultry farmers get chicks and poultry feeds at affordable price. If govt can intervene in telecommunications market then it can also take initiatives to ensure protein for the poor. I think it is not pragmatic to report on commodity prices at retail level. Many western media broadcast prices at wholesale level. Dissemination of retail price and breakdown of production costs through media to some extent sets the “narrative” against the consumers and validates unreasonable price hike.

Onion,soybean oil,rice and poultry market witnessed volatility. It is not just to put blame squarely on the big poultry farmers. There is anarchy in the wholesale market and a proper probe could unearth the fishy thing in this industry. And the Competition Commission may nip in the bud any means to influence price and to erode competition. At the end of the day, welfare is ensured when competition is free and devoid of any dubious means.

What The VAT Row Exposes


A row between NBR and Metro authority
Lays bare Metro fare's absurdity.

A row between Dhaka Metro Rail Transport Company Limited (DMTCL) and National Board of Revenue (NBR) has been made a news item.NBR wanted to impose 15% VAT on metro fare. Argument put forward for the proposition is that Metro coaches are air-conditioned and VAT law allows imposition of VAT on such coaches. DMTCL however refused to pay VAT outright. It argued that Metro rail is a mode of transportation for mass people and any imposition of VAT would increase commuting expenses1.

I am a strong advocate of VAT.However, I found the VAT law argument irrelevant here. Govt has right to impose VAT. Resource-strapped govt has few other alternatives.Metro Rail Act has allowed the govt to set the fare. So air-conditioned coach is a weak argument. Rather financing the budget could be more appropriate.

In Bangladesh, even poor people pay VAT for smoking bidi,for talking to dear ones,for purchasing laundry soap and for buying lifesaving drugs. VAT is everywhere. In that light,there is no wrong to impose VAT on metro fare. The rate of VAT could be the subject of debate or supplementary duty or development duty could be imposed. It could be a better alternative to 15% VAT.

Contrary to DMTCL argument, metro fare has been inflated than the normal fare. Many people would travel if fare were reduced.Slapping additional VAT would not bring much trouble.

Both the fare reduction and imposition of VAT could go hand in hand.Surprisingly, both the seemingly opposite steps may increase revenue. As I have mentioned in an earlier post, reduction in fare would ultimately lead to increase in frequency of commuting and supplementary duties on fare would bring revenue to govt coffer2.

Current inflated fare does not bring much revenue. It has been reported that daily operational cost of metro rail is somewhere around Tk 25 million.9000 commuters travel everyday till to date. This means monthly revenue is not enough to meet daily operational expenses. Authority is to blame for this.Significant reduction in fare and fully operational metro could lead it to a profit-making path.

According to a news report,metro rail charges a minimum of Rs 5 and a maximum of Rs 60 in neighboring States of India3. I had the chance to take a ride on Delhi,Kolkata and Chennai metro. A distance between Motijheel and Mirpur-10 would cost me less than 20 Rs. I hardly remember to pay more than 20 Rs to travel a distance between Uttara and Farmgate back in 2013.Even the per km metro fare in metro is higher than the bus fare(Tk2.50/km) in Dhaka. It is absurd and unacceptable. It would not be wrong to say that a section of the authority in connivance with transport businesses inflated the fare. Even the fare is low in inflation-battered Pakistan.

DMTCL is seriously breaching Metro Rail act 2015.Section 33 clearly spells that any obstruction in construction, development, operation and maintainence of Metro rail is a punishable crime (1 year imprisonment or Tk 500,000 fine).Section 42 says that if any licensee commits any crime mentioned in Metro Rail Act 2015 then he will be tried accordingly4.

In that light, DMTCL artificially inflated metro fare to serve transport owners’ interest and breached section 33. And therefore guilty under section 42. This argument holds true for one individual employee or group of employees.

In addition, DMTCL also sought Tk 10 billion from govt back in 2022. However, DMTCL could easily lead metro rail to profit-making path by commencing its full operation and lowering the fare.

Making the minimum fare Tk 8 instead of Tk 20 and maximum fare Tk 40 instead of Tk 100,DMTCL could do a great service to ordinary people. I do not know who is calling the shots at DMTCL. If anyone misuses civilian institutions to hurt mass interest,we should try him in civilian court no matter how immune he or she is.We need to create proper laws and fine tuning the existing ones.

Inflation Shows No Sign Of Abating


Inflation shows no sign of abating
Consumers' trust is fast receding.

Bangladesh Bureau of Statistics has revealed that inflation in February increased slightly, reaching 8.78%1. In general, inflation is hovering around 9%. In August,it reached 9.52%,a record in the last 11 years. However, unofficially inflation long ago crossed the double digit. There is no improvement in inflationary situation, this is the general mood at the ground. Meat prices give a great deal of trouble to the Middle and lower middle class. Quarter of a whole chicken is being sold in some neighborhoods, capturing the awful compromise ordinary people make everyday.

Nominal wage has registered 7.11% growth in February. But real wage lowers in the wake of double digit inflation. People’s ability to spend is significantly curtailed. This negative mood is writ large on the markets. Shops and markets earn two-third of their annual revenues during the Ramzan, fasting month ensued by the biggest festival of the Muslims.Many markets run special promotion. Many brands run special campaign ahead of Eid.The Middle class prefer to complete their Eid shopping before the start of Ramzan as prices are a bit lower than the days approaching the Eid. But this time of the year a dead atmosphere prevails before the markets. Last February ,the biggest book fair of the country registered lowest sales in recent years. Less enthusiasm from the side of the consumers. A clear sign that the consumers anticipate worse days are lying ahead. So they tight their wallets.

As sources of tax revenue are limited and VAT and income tax could not be raised to an extraordinary level, other sources bear the full brunt of govt's new tax policy. Exporters sensed the danger. Head of the platform of garments exporters urged govt not to raise the export source tax,which is 0.5% now.

Not only consumers, businessmen are not optimistic about the situation. This high inflation makes investment costly and makes them reluctant to undertake new project.In addition, govt is implementing IMF conditions; one of which is to raise the Tax-GDP ratio. As sources of tax revenue are limited and VAT and income tax could not be raised to an extraordinary level, other sources bear the full brunt of govt's new tax policy. Exporters sensed the danger. Head of the platform of garments exporters urged govt not to raise the export source tax,which is 0.5% now.

Govt keeps arguing that high fuel price and the Ukraine war provoked the current situation. That is not the whole truth. Many amassed huge fortune over the years and much of it lies outside the banking system.Govt itself printed money and injected to problem-ridden banks instead of letting them die. In addition, during the post Corona period govt provided Tk5000 crores incentives to the businesses.In addition, Bangladesh Bank itself observed a great part of the credit distributed this time did not go to productive use. Multiple exchange rates played a conducive role to clandestine capital flight and to curb remittance flows from traditional sources. Had there been a unitary exchange rate,we would save a lot of foreign currency. Incentive to remittances rendered ineffective. Market determined exchange rate would bring lot more forex and discourage forex flight.

Despite eye-dazzling investment summit, high average inflation is a signal to investors that govt is not functioning well. And a willful reluctance to a smooth political dialogue further erodes their confidence. It has to keep in mind that political stalemate is also a cause of budget deficit. To bring confidence among investors and consumers, reconciliation is as important as a well-devised inflation targeting policy.

Fed's Policy Rate Hike And Its Consequences

Hurts investment and job alike.
Addressing deficit and inflation
May lead to pick unapproved coalition.

The Federal Reserve System’s decision to hike policy rate further is a great cause of concern for Bangladesh. It is likely to depreciate Taka's value against dollar.Bangladesh is already under IMF prescription and has taken a credit of $4.7 billion to address budget deficit. Sloppy economic management, fuel price hike due to war in Ukraine and US policy rate hike have made a dent into the economy.

In addition, as the country is heading for next general election, clandestine capital flight under the disguise of genuine trade flow continues unabated. Huge demand of dollars has already reflected in continuous fall of Taka.

In 1990-91,rate of taka was Tk 35.67/USD . In 1991-92,it was Tk 38.14/USD.In 1996-97, it was Tk 42.70/USD. In 1997-98,it was Tk 45.46/USD. In 2000-2001,it became Tk 53.95/USD. In 2001-02,it was Tk 57.43/USD. In 2005-06, it was Tk 67.07/USD. In 2007-08,it became Tk 68.60/USD.Biggest depreciation came this year. Now in the open market Taka is being sold at Tk 107/USD.In general,big depreciation of Taka against US dollar is observed before and after election year.

When Fed's policy rate rises,investment from rest of the world goes to the USA. It is because return on investment is higher in the USA than anywhere else.Deposits at American banks pays more. However,bonds and stocks' prices go down*.At the same time,cost on investment also increases as the lending rate rises in response to policy rate hike. So we see more job cuts,fewer expansion of businesses and tightening of wallet by household. At one hand,consumption of foreign goods fall ,on the other hand,foreigners bring their dollars to the US legitimately and illegitimately. Often this kind of capital flight pushes up the property prices in the USA.

Last year,Bangladesh became the second largest exporter of RMG items to Europe. It is unclear whether Europe’s policy to discourage Chinese export or its slow response to Fed's policy rate hike played the key role in Bangladesh’s export success. But many exporters do not bring their export proceeds in time. It is reflected at the end of each fiscal year.Mismatch ranges between few millions to a billion US dollar. IMF has already stressed to maintain unitary exchange rate regime by the end of this fiscal year. In addition, it also suggested to raise Tax-GDP ratio significantly. Though depreciation of Taka is an incentive to exporter ,increasing business cost,deteriorating law and order and higher return abroad may drive further capital flight.

Rising cost of Dollar may also aggravate import of essential commodities. Government is running a rationing program of providing essential commodities at affordable prices to 10 million poor families. As most of the commodities are importable, strong dollar is likely to increase the cost of such program. Moreover, higher prices of utility has also increased household's expenditure. To subsidize agricultural inputs in order to ensure food security,govt has to raise subsidy amid IMF's insistence on downsizing subsidy. Earlier govt printed money to dole out to the problematic banks. Govt may further print money to subsidize its programs. This will evidently push the price levels up.

Greenfield investment in Bangladesh was declined by 59% in 2022.

Both the inflation and Fed policy rate hike may prompt the Bangladesh Bank to raise the policy rate further at home. This means lesser investment at home in future as cost of doing business and cost of investment are likely to rise in Bangladesh. According to a report by UNCTAD, investment on relocating factories from Occidental countries to Bangladesh was declined by 59% in 20221**. The latest development may further erode the investment prospect in Bangladesh. Growing deficit may lead Bangladesh to solicit Middle Eastern countries for more recruitment and special arrangement on fertilizer production.

In brief,US policy rate hike has already cast a shadow over Bangladesh economy that has been bleeding from mismanagement and corruption for quite some time. Strong dollar may further weaken Taka and rising fuel cost and inflationary pressure may push Bangladesh embracing further strategic ties that are not endorsed by the Parliament.

Course Correction For ICT


Local market and ICT education
Could help ICT reaching next destination

Last week I had the opportunity to visit BASIS Soft Expo 2023 at Purbachal on the outskirts of Dhaka. The event is held every year to showcase local advancement in ICT and to highlight the areas that our ICT sector should focus on to meet the challenges and to unlock the potentials of techies. Previous year's event was cancelled due to austerity measures.This year's event was subdued but could have been postponed for the budget crunch that the govt is still facing.

I went to the event to hear public speaking given by “professional” developers and visited part of the exhibition where local ICT companies displayed their achievements. To my surprise, I discovered that one company offering banking solutions to local clients.As one news report divulged that a swiss company holds sway over the sector and local banks pay as much as Tk 4 billion every year to maintain the software1. It is great to learn local fintech companies come forward to address local problems. After some brokerage houses,local banks are now using homegrown solutions.One local giant firm showcased their solution for pisciculture.The application will inform the farmer about the pH level of water in pond/tank and notify when to feed the fish. This particular company already made its mark at international arena by developing software for water management at apartments and it is being used by households in Japan and Saudi Arabia.

It is unfortunate that we have undermined the ICT sector by judging it in terms of earning forex.According to a news report ,Bangladesh last year exported $592.06 million worth of ICT products and services and anticipates to earn around $700 million this year2. From policy makers to local software firms all cast their eyes on foreign market. But I think our goal should be to harness local market and develop local softwares that ultimately lead us to develop critical technology.

Our ICT education does not cater to the need of local learners. In English,there are well-written and well-developed ICT books and web contents. However, for kids and school-goers who are not well adept in a foreign language ,there is no substitute for good ICT books written in Bangla. More early our kids pick up coding habits the better for the nation. Coding skills help us to better use that part of the brain that deals with slow thinking,a quintessential part of critical reasoning and analytical ability. As a nation ,more of us need to acquire that ability. Apart from money and developing home-grown technology, welfare contribution of coding is huge.

Unfortunately series of scams at home and abroad left a serious blot on the image of our ICT industry in general. Fraudulent e-commerce platforms ruined thousands of ordinary lives right under the nose of law-enforcement bodies and sowed seeds of distrust among the consumers about the industry. Regional mafias lured many youths to work in the IT industry of Cambodia and forced them to do cyber scamming3. UNDP and govt funded projects on app development turned out to be useless and a money-swindling activity at the end of the day4. Electronic Voting Machine project by an Army-subsidiary cost the govt Tk 40 billon and presented the nation a farcical election that was criticized right and left. This year too in the name of EVM update Tk 10 billion has already been allotted to the Army subsidiary by the govt ahead of next general election.A news report says that another Army-subsidiary owes Tk 11 billion to a public bank that had lent to it to set up an edible oil plant. Govt refused to write-off the loan. Is there a trade-off? Meanwhile, many quasi-state and state organizations like NBR and Railway developed softwares that saved public money and show prospect for future export. There are also allegations of corruption and deception about one of the sponsors of BASIS Soft Expo took place in the past5.

As govt declared ICT sector one of the sectors where clandestine capital may find safe sanctuary , start-ups and ICT firms need to be careful about the opaque capital that may land in this sector. Often such investment only corrodes the industry and damage reputation. E-commerce industry is the burning example. Many international organized criminal groups may take advantage of such policy.

Local market,ICT education and addressing local problems should be at the heart of our ICT policy. Dependence on govt should be reduced.It is a bad idea that ICT target is solely fixated at foreign market. Our education, health,agriculture,textile and garments offer enough opportunities for the ICT sector to leap forward to another level.
