CAB Worries Remain


Deficit shows no sign to lower
As defense ties get stronger.
Upcoming visits high profile
Yet to bring the needed smile.

Bangladesh and IMF have concluded first round of talks for a credit of $4.5 billion in the wake of record current account deficit.Govt claims it is a successful talk.However, many fear govt may not avail full credit it sought as some reforms deemed politically costly for the govt. In February, govt may get $432 million as part of the credit package if IMF board approves the credit.

Another round of hike in utility price is likely as subsidy in energy is strongly discouraged. Government is now claiming its net reserve is $26 billion and gross reserve is $34 billion,which govt was reluctant to disclose and remained a bone of contention between govt and IMF.

Govt has however kept maintaining the managed floating exchange rate: one rate for the remittance-earners and another for the exporters. This somewhat fixed exchange rate has already cost the govt part of the forex reserve.Open market rate is much higher. Falling remittances,negative growth in export earnings hint current account deficit may widen. Even IMF team in the press conference underscored that balance of payment may further deteriorate. Depleting reserve and deteriorating current account deficit may lead people to anticipate that Taka may depreciate further and further increase in policy rate is coming. The belief is already strengthened by Monetary Policy Statement (MPS).IMF also insists on quarterly MPS instead of semiannual MPS.

Finance minister in the press conference took credit for pegging the lending rate at 9% for a long time. But sluggish domestic investment and regulated LC openings show investors have little confidence on him. Importers request letting them open LCs for raw-materials.Even the 2.5% incentive on remittances is criticized right and left.

Market determined exchange rate would curb import spending and increase the remittances through official channels. Moreover, some exporters would also feel encouraged to bring the earnings back home. And govt may not need to use the reserve.

Govt is also trying to get $1 billion from World Bank. Senior World Bank officials are on a visit to Bangladesh. Even if govt somehow manages to get $5.5 billion things may not improve. Government may increase spending in the election year,further widening the budget deficit.

Luckily oil prices slump as covid infection in China lowers demand for oil. Meanwhile, container operators see decline in demand. This hints that aggregate demand in the world may further fall,bad news for export items.

However, Bangladesh is eying the bilateral relations. Two high profile visits from Middle East and PMs upcoming visit to Japan to mark the 50th anniversary of establishing bilateral ties expect to bring good news for the economy.

Prior to arrival of IMF team,Qatar inked defense pact with Bangladesh.Bangladesh has already signed similar agreement with Saudi Arabia. As tension in the Middle East escalates ,these countries need foot soldiers to secure their borders. Shia-factor in the Pakistani armed forces makes it reluctant to play an active role there.Sunni-majority Bangladesh may easily fill the void.In exchange, lucrative defense deals,concessional oil, investment deals are on the table.Pakistan, which have huge presence in the armed forces of these countries,managed to convince these countries to approach IMF for redirecting their drawing rights to cash-strapped Pakistan.IMF member countries have such rights to draw loan. Oil rich countries seldom use the rights,which remain unutilized. It is likely that Bangladesh may follow such foot step. In addition, these countries may deposit part of their forex reserve at Bangladesh Bank to prevent wild fall of Taka.

PM's Japan visit expects to bring new funding commitment for development projects.Meanwhile, JICA is keen to finance defense project.ADB's budget finance may also widen.

However, if govt fails to show any improvement in macroeconomic management, the countries may withdraw their support.The visits may benefit the govt but current account deficit may grow further.

As Bangladesh faces serious concerns about growing budget deficit and the figure about forex reserve, government has started a negotiation with IMF team for a credit of $4.5 billion. Though balance of payment has been negative for two years,forex reserve is enough to meet the need of the country for 5 months.

But debate raged over government’s boasting of $35 billion reserve. Many keep saying reserve is much lower than the official claim. Government already used the reserve by lending some to commercial banks and Sri Lanka,financing the dredging work of Payra port,creating a new industrial fund. A total of $8 billion was used. Government keeps showing the spent part in the forex reserve. IMF insists that government discard the figure from reserve and portray the true reserve.

However, government’s gradualist policy has started to yield dividend. 50 basis points increase of policy rate and stern caution from the central bank about opening of LCs of goods deemed not urgent significantly reduced import.Meanwhile, depreciation of taka in the open market also played a role.But food inflation shows no sign to abate. Rather, a report says food import was lowest in 7 years(Source:"Rice,Wheat and Lentils:Food Grain Imports Lowest in Years",MasudMilad,Daily Prothom Alo,October 26,2022)1. But many here are optimistic that pledged delivery of food will happen in time and winter crop production will be good.

Strong dollar and depreciation of taka also get blame for rising food prices.But exporters and others criticized govt for managing the rate of taka which is lower than the market rate.

Following the discussion with IMF and the gradualist policy, another policy rate increase is likely. When policy rate rises there is a curb in money supply.It means Taka will appreciate in future. Rise in interest rate and appreciation of taka will block unnecessary spending.At the same time,it will give government a sigh of relief before import of food grain.

However,Pakistan's removal from FATF's grey list,depreciation of both Indian and Pakistani rupees,Russian support for Myanmar's apparel industry, and decision of Benin(third largest cotton exporter to Bangladesh) to set up export zone for RMG and textile factories augur ill for Bangladesh apparel industry(source:"Tular Bikolpo Bazaar Khujte Hobey Bangladeshke(Bangladesh Has To Find Alternative Cotton Market)",Nujhat Kamal,Ekhon,October 28,2022)2,which witnesses fall in exports in two consecutive months this year alone. Before any further policy rate hike,Bangladesh Bank should let Taka depreciate so that any later appreciation could at least ensure the Taka-Rupee exchange rate prevailed prior to the Ukraine war.

Bangladesh’s closeness with oil-richer countries and upcoming high profile visits of royals of gulf countries herald that macroeconomic stability may not be a concern. Bangladesh signed a military agreement with Qatar to send troops in the kingdom. Saudi Arabia is in talks with Bangladesh for similar agreement. In recent years,when Pakistan in crisis Saudis perked billions of dollars in Pak central bank on condition that Pakistan would send the money back in a notice of 72 hours and Pakistan would not use it elsewhere (Source:"Saudi Conditions ",Editorial,Dawn,November 30,2021)3.The artificially swollen reserve sent a positive signal about Pakistani rupee and prevented its wild fall.Qatar back in 2013/14,when Bangladesh sought first ECF to IMF,approached Bangladesh about perking some of its forex reserve in the central bank.If somewhat flexible arrangement is made this time coupled with more workers to gulf countries and concessional oil-gas , then balance of payment will be healthy again.

Difficult times lie ahead.High oil price is partly to blame. It is useless to make commitment if Bangladesh fails to gain something to address its macroeconomic concerns.

Selon un reportage, un éléphant a été tué par balles à Chattogram. A Cox's Bazar, 3 éléphants dont un électrocuté ont été tués par l'homme en novembre. Le bureau de forêt s'est dit que 11 éléphants avaient été tués par l'homme année actuelle.

Selon un reportage, une série de l'incendie a causé assez dégâts aux bidonvilles de Dacca. Bidonvilles de Mohammadpur, de Kalshi et de Mohakhali ont fait sujet de l'incendie hivernale. Bidonville de Mohammadpur appartenait à groupe Bihari, urdophones de Bangladesh. Les ouvriers ont ouvert une enquête sur cause de l'incendie.

Selon un reportage, un garçon a été tué par balles à Lohagora , Chattogram. Le coup de feu provenait d' un fusil de chasseur.
