Selon un reportage, il y a une épidémie de diarrhée au Bangladesh. Dans l' hôpital spécialisé, plus de 1000 patients ont été hôpitalisés chaque jour. Personne n'est morte jusqu’au 25 mars.

Selon un reportage, la société informatique suisse IQAIR est classé Bangladesh le pays le plus pollué dans le monde en 2021. Dhaka est devenu 2ème parmi les villes où l’air est assez polluée.

Man Vs Wild III

Strange incidents perish 7 elephants in November.
Reasons of the killing no one bothers to remember.
Redesigning the policy and education hold the key
To change attitude towards the wild in vicinity.

Recently, a news report divulged that indiscriminate killing of elephants has been going on in Bangladesh. In November,7 elephants were killed, making the tally 33 alone this year1.

Back in November last year,I penned the following piece titled “Man Vs Wild II” in the wake of elephant killing spree. Sharing it again as it is still relevant for today:

Department of forestry and IUCN, as the news report reported, claimed that 11 elephants had been killed in 2020.

It is a shame that this cruelty has been continuing unabated for some years. I was taken aback by another news of BBC. The story said a baby elephant fell inside a well in a village in Tamilnadu, India. Villagers and firefighters did everything to rescue the trapped elephant. Visibly different actions from two culturally close groups of people.

There is no denying that demographics, vegetation, villagers' behavior towards strangers, villagers' behavior towards animal have gone through rapid changes since the influx of Rogingyas. Forests located near the frontier transformed. In the face of accommodation need and agricultural activities, forests waned.Vegetation became thinner. Paddy fields invaded elephant tracks. Poor souls in search of foods trampled along the paddy fields, damaged thatched roofs and killed few villagers, causing worries to farmers. But recent killings did not hint that these were acts of angry villagers. In fact, villagers reported the killings.

Unwarranted hatred and tortures meted out to the elephants need to be probed. Investigative should be started to find out why the recent killings took place.

In one of my earlier pieces titled " Man Vs Wild" , I argued how sustenance of population encroached on forest lands.So habitats for animals are fast disappearing to feed the hungry population. Elephant tracks that straddled along both sides of the border for decades after decades also fell victim to this.

Humans have the ability to find new place to stay, to find new land to till, to convert wild forests into cultivable land, to cut trees to make firewood and to search and grow new crop when the existing ones became hard to find to fill stomach. Unfortunately poor creatures like elephants lack this ability. So they continue to maraude paddy fields, to knock out banana trees, steal crops and attack anything that causes obstacle on its way.

Failure to create symbiotic relationship between man and the wild lies in the flawed incentive structure in our development policies. Redesigning the incentive structure could easily save lives of endangered species and secure their habitats as well. At the same time, agricultural land, small commerce, villages situated in the vicinity of the habitat could also get benefits.

A peasant who receives regular allowance /grant for the damage or loss he sustained from trampling of wild animals will not cause any harm to them. Instead he took great care of them. In addition, he will take great care to the habitats of the animals.

Incentives can be given in many forms. For instance, a village located near a forest can be subject of a school stipend program for children of villagers so that they continue their education. The aim of the stipend program is to induce villagers to take an amiable stance towards the wild.

Financing such incentive programs will not be a difficult task as many bad projects swallow hard-earned money of the tax payers. Diverting these funds to finance the incentive structure will not be a difficult task. Scope of such programs will be small compared to other social security programs as forests are receding fast.

Many primitive society still displays far more greater responsibility towards the nature and the wild than us. In Africa, parents of a newborn of a primitive society take the umbilical cord to a nearby forest and bury it. The ritual is performed so that the baby develops a strong bond to mother nature and performs its duty diligently at later stages of its life.

Education can also play a role to develop some kind of responsibility towards the wild. Textbooks in elementary schools can incorporate stories, fables that inculcate students about rights of animals, developing fondness towards them, importance of protecting their habitats. Education and grooming at an early stage can make a lot of difference in our behavior towards animal and nature at later stages. Incident in Tamilnadu and that in Lohagora furnish the evidence. It is imperative that government and policy makers revise their incentive structure and redesign the policies to protect the wild2

Selon un reportage, Bangladesh a dévoilé vaccination à travers du pays. Jusqu'au vendredi environ 1 million Bangladais ont été inscrits pour vaccination. Presque 1000 hôpitaux sont prêts pour vaccination. Le gouvernement a mis à fin enregistrement sur place, durait pour deux jours, pour le moment.

Selon un reportage, l'ONU a exprimé soucis sur la construction d'un hôtel dans le terrain du groupe indigène «Mro» à Bandarban.

Selon un reportage, incendie dans un atelier de meubles a brûlé à mort 7 Bangladais à Médine en Arabie Saoudite.

Selon un reportage, police a intenté un procès à fils d' un ancien député du parti en exercice. Le fils de l'ancien député a battu un soldat de l'armée de la mer dans une rue à Dacca.

Selon un reportage, une cour bangladaise a condamné à mort 8 membres d' un groupe fanatique pour avoir tué un éditeur d' une maison d'édition qui publiait des livres écrit par bloggeur américain Avijit Roy, aussi tué brutalement à Dacca.

Selon un reportage, une cour indienne a condamné un terroriste bangladais à 29 ans de prison pour une explosion à Bardwan, en Inde.

Selon un reportage, la société anglaise Debenhams a fait le dépôt de bilan. Covid-19 a repoussé la société, qui achetait beaucoup de vêtements bangladais, vers faillite. La nouvelle a provoqué soucis parmi les exportateurs bangladais. Debenhams ne paie pas encore $70 millions à ses exportateurs bangladais. De plus, les salariés de Debenhams ne reçoivent pas leur arriéré. Ils ont récemment tenu une conférence de presse à ce propos.

Selon un reportage, 119 personnes dont 87 indigènes ont été tués en 3 ans à CHT. Le mercredi Bangladesh a observé 23ème anniversaire de l'accord de paix.

Selon un reportage, Australie a appréhendé un médecin originaire de Bangladesh pour avoir violé femmes et adolescentes là-bas.

Selon un reportage, 9 médecins ont péri en novembre pendant Covid-19. Le bilan est lourd pour médecin bangladais.

Selon un reportage, le bureau de l'Anti corruption a trouvé un compte de $1 milliard dans une banque à Singapour. Le compte appartenait à un homme politique bangladais qui a été pendu pour crime de guerre fait en 1971.

Selon un reportage, une bancaire s'est suicidée à Cumilla. Elle a sauté depuis 9ème étage de sa maison. Bangladesh est devenu un cauchemar pour femme seul. Chaque année beaucoup de femmes se sont suicidées en buvant poison et pesticide, d'après ministère de l'intérieur.

Selon un reportage, Bangladesh est classé deuxième dans l'indice des pays de personne déplacée. Selon un autre reportage, 388 Bangladais qui voulaient parvenir les pays riches de l'Europe clandestinement se sont abrités dans les forêts en Bosnie-Herzégovine .

Selon un reportage, vidéo de déshabillage d'une femme par des gens au début de septembre à Noakhali a causé polémique et bouleversé la société. Police a appréhendé une personne.

Selon un reportage, pandémie de viol a provoqué manifestation à travers du pays. Le grand rassemblement a aura lieu à la place Shahbagh où les manifestants gauchistes ont demandé justice pour les victimes.La cour d'appel a ordonné la Police de se plancher sur déshabillage de la femme dont la vidéo est devenue virale.

Selon un reportage, un groupe indigène a donné une lettre de protestation à l'autorité de Bandarban contre construction d'un hôtel cinq étoile là-bas. L'hôtel sera construit par l'armée de la terre et une société locale qui a causé polémique après un de ses dirigeants avait tiré vers dirigeants d'une banque locale.

Selon un reportage, un ouvrier chinois qui travaillait à la construction d'un pont à Pirojpur a été tué par un coup de couteau. Police soupçonne c'est un acte de vol.

Selon un reportage, la Banque mondiale a baissé sa projection pour la croissance du PIB pour Bangladesh en 2021. La nouvelle projection se dit que Bangladesh atteindra 1,6% de croissance du PIB en 2021. Selon un autre reportage, le gouvernement a divulgué que pauvreté a intensifié pendant confinement au Bangladesh. Bangladesh a connu 29%  taux de pauvreté en 2020. Néanmoins, les ONGs estiment que le taux sera plus haut que le calcul de gouvernement.

Selon un reportage, trois trains ont quitté le chemin à fer en deux jours à Gaouripur , Mymensingh. Heureusement, personne n'est pas blessée.

Selon un reportage, viol d' une étudiante de l'université de Dhaka a bouleversé le pays. La drame s'est déroulée près de Kurmitola. Des étudiants ont assiégé place de Shahbagh en signe de protestation.

 Selon un reportage, RAB a appréhendé le violeur présumé. Cependant, beaucoup de gens ont exprimé mécontents sur l'arrestation de violeur présumé. Ils pensent qu'il n'est pas le coupable.

Selon un reportage, une cour bangladaise a condamné à mort 16 coupables pour avoir brûlé à mort une étudiante d'un séminaire. La tuerie a attiré l'attention du monde. Le frère de la victime a dit à la presse que la famille était inquiet suite au verdict.

Selon un reportage, police a appréhendé un conseiller pour extorsion et terrorisme. Il était un rebelle du parti en exercice.

Selon un reportage, il y a une éruption de violence à Bhola, une île de la mer de Bengale , laissant 4 morts et centaines blessés. Un poste ,présumé diffamatoire, dans le compte de Facebook d'un homme hindou, a déclenché la violence. L'homme a porté plainte dans la gendarmerie locale sur piratage de son compte. Police bangladaise avec l'aide de Facebook  a appréhendé deux pirates.L'homme hindou et deux pirates ont été placés en détention préventive.  C'était le troisième grand incident après Premier ministre a encré un accord avec l'Inde pour mettre en place le système côtier de surveillance au Bangladesh. Il y a beaucoup de gens qui n'aiment pas coopération entre Inde et Bangladesh dans la défense.

Selon un reportage , un médecin, connu comme «médecin pour les pauvres», a été tué par coup d' arme blanche à Chittagong devant chez médecin, fondé par lui.

Selon un reportage, 3000 Rohingyas ont exprimé la désir pour se rendre à Bhashan Char , une île où l'armée de la mer a installé des camps pour Rohingyas.

J'ai peiné de mettre à jour mon site puisque mon portable épuise souvent et mon laptop est complètement en panne.

Selon un reportage, deux membres de JSS ont été tués par balles à CHT.

Selon un autre reportage, des étudiants d'une école, dirigé par un groupe indigène, se sont insurgés contre l'autorité après un étudiant avait sauté depuis deuxième étage de l'école suite réprimande pour obtenir mauvaise note dans l'examen. Ils sont vandalisé cour d'école.

Selon un reportage, le parti en exercice a entamé une purge dans le parti. Plusieurs dirigeants ont été licenciés et arrêtes par la force de sécurité. La force élite a aussi fait raide dans des clubs où casinos clandestins ont été mis en place par des dirigeants supérieurs.

Selon un reportage, police a appréhendé une bande d'escroc qui a falsifié 5000 cartes d'identité nationale en utilisant les laptops volés depuis annexe régionale de la commission électorale.

Adivasi Divas: Failure To Keep Promises

Bangladesh is still reeling from the influx of Rohingya escaping persecution in Rakhine, neighboring state of Myanmar. World is vociferous against the discrimination and tortures meted out to the hapless Rohingyas. Many rebuke the Myanmar government for dillydallying, as a sign of total disregard to the bilateral agreements signed between the two countries. This year's World Indigenous Day, or Adivasi Divas, bears a different connotation to millions of indigenous people living under constant persecution in a country that recently annulled the public service quotas  reserved for them. It is a day that reminds them how a country willfully negates their rights to this land, hurts them as government fails  to keep its promises and haunts them as persecution and land grabbing continue unabated.

Bangladesh's recent treatment to Santals and Biharis bears the testament how it looks down upon its own citizens who subscribed to different creed and race. In addition, failure to implement the Chittagong Peace Accord, signed in 1997, to bring an end to the conflict in CHT puts under scanner the commitment of Bangladesh to the legitimate rights of vulnerable groups who face real risk of marginalization in their own lands.

 In 2016, an eviction drive at a Sugar Mill land, belongs to Santals who live there decades after decades, left three Santals dead and scores injured. Ruling party stalwarts and police played an instrumental role in that drive. Party stalwarts used them as pawns before local elections. That drive rendered thousands of Santal families homeless.Last month Police pressed charge against ninety people but dropped the names of then ruling party MP and some police personnel. However, Santals are yet to be rehabilitated and now spend their days in makeshift dwellings.

Not only the Santals even the Urdu-speaking minority Muslim group Biharis also face persistent persecution in the country. Recently, Kalshi camp dwellers held a hunger strike in protest against a road expansion project that made homeless scores of families. This same camp was subject of a clash between adjacent slum dwellers and Biharis resulting in burning alive nine Biharis in 2014. In Mohammadpur another camp of Biharis faced repeated drives from law enforcement forces--- one in the pretext of anti narcotics drive and another against unauthorized construction of two-storey houses in spite of the fact that the camp was built under Geneva convention. Earlier all the electricity connections to Bihari camps scattered across Bangladesh had been cut off. In many cases, for instance in Kalshi and Mirpur 10, eviction of Bihari families continues in complete disregard to stay order of High Court. What is interesting many housing projects are going on surrounding the camps. Since Biharis are politically marginalized and many do not like role of  some of the Biharis in 1971,this persecuted group does not manage to gather enough support from the local population for their cause.

But this land grabbing of the real Adivasis is also happening in other parts of Bangladesh as well. Chittagong Hill Tracts(CHT) that witnessed country's longest running insurgency is still a zone of brewing tensions between Bengali settlers and ethnic groups like Chakma, Marma .Some macabre violence took place in this region claiming lives of hundreds of ethnic people. In 1981, a communal violence between Chakma and Bengali resulted in deaths of 500 people, most of whom are Chakmas.Often this violence is aggravated by controversial role of state machinery.  On June 2 2017, another round of communal attack burned to ashes 237 homes, killing 1 person and injuring 3 more. A Peace Accord was signed in 1997 but Bangladesh government failed to comply crucial clauses of that accord. Last year series of shooting incidents wiped out leaders of two factions of the separatist  movement. Kapaeeng Foundation that keeps tracks of and documents incidents of attacks and discrimination against indigenous people in CHT and plain lands brings out annual reports on human rights violations in indigenous people inhabitated region. In its report for 2017, Kapaeeng Foundation finds that amount of land under grabbing or in the process of acquisition increased manifold within a year. The 2017 report also reports increasing number of arson attack, surge in torture of indigenous people and growing number of cases filed against them in a bid to harass and intimidate them. In addition, indiscriminate house searches have also grown in 2017. An aura of peace prevails but elements of tensions between communities are still there. Government does not feel any urge to dispel the sore points.

Perhaps the blunt mockery to Adivasi rights took palce in 2018 when at one fell swoop government revoked the Adivasi quotas in government jobs. Despite repeated assurance, we have not seen any concrete step towards undoing the government decision. Government's decision is tantamount to create privileges for dominant group, as the Bhumiputre policy did in Malaysia, corroding severely plural identity of a country. So when we point fingers to others across borders for failing to live upto the negotiated terms,  we  at home turned a blind eye to the rights and demands of true son of the lands.  It is appalling that voiceless and marginalized community inside the country is not being treated as equal and is not provided a safe and secure space. They are so weak that we do not see any local and international coverage about their sufferings and plights. Unless Santals, Biharis, Chakmas, Garos and other minor communities get the equal status of a Bangladeshi, Bangladesh cannot complete the circle of a true success story.Let the next  Adivasi Divas be a reason for optimism and for having trust in this country, not just be a day to air grievances.
